Odisha is considered a pioneer in power sector reform in India, having initial ted a comprehensive restructuring program in 1993-94 to improve efficiency, enhance financial viability, and attract private investment.
The comprehensive reform program includes unbundling the state electricity board, privatizing generation and distribution, and establishing an independent regulatory commission. Thus, establishing a model that other states could replicate.
